The rising number of automobile purchases nationwide is becoming a major force in China's efforts to upgrade its consumption structure (WANG JIANWEI)Can China stop the downward tendency of economic growth and reach an economic soft landing? Can China take the lead in getting out of the shadow of the economic crisis? Chen Huai, Director of the Economic Research Institute of China's Urban and Rural Development under the Ministry of Housing and Urban-Rural Development, discussed these questions in a recent article in the Economic Information Daily. Edited excerpts follow:In taking the lead to get out of the shadow of the economic crisis, China is more confident than any other country in the world. Our confidence comes not only from our room for adjusting short-term macro-control policies such as monetary policy and fiscal policy and our huge market of 1.3 billion people, but also from our late-mover advantage as an emerging economy and the development stage that China is in.Fast urbanization processAmong the engines of China's economic growth in 2009, urbanization will be the one that is the most independent of international capital compared with exports, small and medium-sized enterprises, manufacturing industries, finance and the capital market.During the past 30 years, especially since the 1990s, the urbanization process has become one of the strongest driving forces for China's fast economic growth. In 1978, China's urban population was only 170 million, accounting for 17.92 percent of the country's total population. In 2007, the above two figures reached 590 million and 44.9 percent.The accelerated urbanization process is not only seen in the increased urban population, but also in the country's massive accumulation of fixed assets and infrastructure construction. For example, China's urban areas have expanded from 12,900 square km in 1990 to 35,500 square km in 2007, while the total road length in Chinese cities has increased from 95,000 km in 1990 to 246,000 km in 2007.We have experienced the initial stage of urbanization when large input has not only driven up economic growth, but also rapidly assembled hundreds of millions of urban residents and produced huge amounts of fixed assets and infrastructure in urban areas. All these have provided a strong material foundation for future economic growth that has occurred more rapidly than investment growth.Now China is in a development stage of a "fast increasing marginal effect" on the urban economy; that is, a small amount of added input will produce much more economic output.The ongoing global financial crisis fundamentally resulted from a surplus of capital. When industrialization and urbanization ended, developed economies had capital surpluses. Industrial sectors could not contain excessively large amounts of capital; hence, surplus capital became "hot money" and was poured into the stock market, bond market, foreign exchange market, futures market and oil market that are in a fictitious sense, as well as various complicated derivatives markets. The risks of accumulated surplus capital led to today's crisis. The problem of a capital surplus will absolutely not be easy to solve with the temporary rescue measures worked out by the governments of various countries.China's urbanization process is still going on, so that there will not be capital surpluses in China. She said the choice was just an instinct. For her, 1949 means freedom and emancipation, a theme she has been trying to express in her photographic art works. Wen graduated from college in 1996, during China's Internet boom. She chose to be a website designer and six years later Wen's passion for art took her to France where she studied photography at Louis Lumiere College."The most important thing I learned from my two-year study in France is to be open minded," Wen said. "The experience in France has made it easier for me to understand others and their differences."As a photographer, Wen is different, even counter-traditional. When she first started to learn photography, she was not interested in traditional techniques. "Printing a photo on a piece of paper and hanging it framed on the wall, to me, feels like a tomb. It makes the photo distant from people," Wen explained, adding that she likes to engage everyday materials with her images.When Wen returned from France in 2004, she started to "emancipate" her images. Bricks on the streets of Beijing became her first experimental material and migrant workers, her subjects."Every material has its own uniqueness and every image has its own mind. When these two are combined, a brand new creation is born," Wen explained.Wen found common ground for the bricks and migrant workers: a tiny room occupied by a dozen workers, their bunk beds almost touching, just like a wall made of bricks."Bricks are like migrant workers. The fate of a brick is like that of a migrant worker. Migrant workers are from the countryside while bricks are from the earth. Bricks are made as one of the cheapest materials to build a modern city. Migrant workers come to the city as the cheapest labor to build a modern city," Wen explained. "The feeling is the same."In her photos, the migrant workers are sitting on bricks, smiling, as that was the first impression they gave Wen. "Their life is hard, but they are very optimistic."Wen recently held an exhibition in Beijing's 798 Art District. The work, displayed on a brick wall, demonstrated 60 years of fashion from Christian Dior on one side of the wall and Chinese fashion from the same time period on the other side. A big hole in the wall seemed to explode from east to west, with fragments left dangling in the air, making it difficult to tell which side was French and which was Chinese."Chinese fashion used to be heavily influenced by politics. For example, in the 1960s and 1970s, fashion was linked with politics. Being fashionable meant being the same as others; whereas in France, fashion was about diversity, difference and variation," Wen explained.In the 1980s, China broke down its wall and opened up to the outside world. Fashion was no exception. In Wen's view, today's diversity is the result of political openness."Because of such an open gesture, Chinese have the opportunity to get a glimpse of the view beyond the wall and people outside the wall can come in to see a real China." Such openness in art has been demonstrated by freedom in creation, according to Wen.She added that the development of Chinese contemporary art reflects the social change in Chinese society. Lehman mini-bonds buyback in HKPublished: 23 Jun 2009 08:02:01 PSTBy Guo Lu Bank of China Hong Kong (BOCHK) has announced that they will buy back Lehman mini-bonds from customers at 60 percent of their original cost, according to Monday’s Ming Pao Daily, a Hong Kong-based newspaper.Lehman mini-bonds were issued by Lehman’s subsidiary company Pacific International Finance. Large banks sold the mini-bonds as part of a low-risk investment plan before Lehman Brothers’ went bankrupt. BOCHK was one of the major Hong Kong retailers of the mini-bonds.Consumer groups have threatened several class actions against the major banks in Hong Kong, with many financial institutions hoping to mediate the issue before it lands them in court.A spokeswoman from BOCHK told the Global Times yesterday that the bank had discussed the issue with the local authority, the Securities and Futures Commission (SFC), and had submitted a proposal regarding the matter.BOCHK will offer customers a 60 percent buyback price with an additional 5 percent payable after Lehman’s liquidation, according to the news report.Old-hand customers will receive an additional 10 percent.Customers who purchased mini-bonds three to four years ago are eligible for a total 80 percent rebate, according to the newspaper report.If the SFC passes the proposal, BOCHK will pay its customers a total HK$ 2.5 billion ($322.55 million) in losses, according to a Citibank report seen Monday.The Citibank report stated that sales of Lehman mini-bond related financial derivatives by BOCHK totaled HK$ 4.2 billion ($541.88 million), accounting for 30 to 40 percent of all Lehman mini-bonds sold in Hong Kong. The newspaper reported that SFC was still in negotiations with the BOCHK.Neither the BOCHK nor SFC would comment on the negotiations when contacted by the Global Times yesterday.Peter Chan, chairman of the Lehman Brothers Victims Alliance, told the Global Times Monday that BOCHK’s proposal was unfair to most investors and that banks should pay back all of the capital invested.Chan estimated that losses from the mini-bonds amounted to HK$ 12.4 billion ($1.59 billion), citing calculations by the alliance’s attorneys. At present, the firm has land reserves of 20 million square feet in potential floor area in mainland China. Excluding a Shanghai-based leasing project having an average rate of return of 27% every year, Hang Lung Properties currently has six property projects in mainland China, costing a total of HK$38 billion. In May, the company acquired a piece of property with an estimated investment of RMB 4.5 billion in Dalian, Liaoning Province and purchased a piece of property with an estimated investment of RMB 2 billion in Wuxi, Jiangsu Province.
